Abstract:

Acknowledging the opportunities that emerging technologies offer for law enforcement, this document sets out to answer how policymakers could ensure respect for fundamental rights and values in relation to the development and deployment of surveillance technology. Focusing on seven thematic areas, it identifies gaps in the applicable ethical and legal framework and provides recommendations for their resolution. At the same time, the recommendations aim towards the establishment of a supportive environment, wherein the importance of technology for law enforcement is not understated.
