Abstract: Three points will be considered in the following pages. To begin with, there will be a short sketch of the political and socio-economic situation which helped to start the move towards decentralization and deregulation. Second, there will be a brief review of the main forms that decentralization and deregulation take in the different levels of education. The account will be confined to basic, secondary and higher non-uni-versity education. Third, by way of example there will be a review of the way principals of secondary schools are using their increased autonomy
