Abstract: Today, several public management and public service reform agendas are directed towards the improvement of trust in and between public organizations. In order to be able to provide academically sound and practice-oriented input regarding inter-organizational trust researchers should however take some potential pitfalls concerning the examination of inter-organizational trust into account. This article criticizes an often-used operationalization of inter-organizational trust by discussing a potential bias when examining inter-organizational trust. It presents a methodological solution for this issue by suggesting that researchers should not only focus on external relations but should simultaneously take the internal relations within the organization into account in order to get reliable results when examining inter-organizational trust.
