Abstract: In anticipation of the call for SPIRAL2-Phase2 Letters of Intent, a workshop, hosted by the University of Leuven (Belgium), was convened by the DESIR Collaboration to address the physics of exotic nuclides using low-energy techniques. Some 73 delegates from 23 institutions (12 countries) attended and 38 talks were presented, as outlined in the following. The overall message from the workshop was that the wide variety of radioactive isotopes produced with the SPIRAL1 and SPIRAL2 target stations, as well as behind the S3 spectrometer, will open up unique
physics opportunities with low energy (60 keV) beams in the DESIR experimental hall.
