The implementation of cross-cutting policy goals poses different challenges for governments; governing the multi-actor institutional landscape, safeguarding the implementation from being incoherent and insuring programmatic operational success. To steer and implement the policy goals, governments design governance arrangements. In this paper we will develop a way to describe governance arrangements, which makes the concept governance arrangement fruitful for comparative research, across countries and governance arrangements. By developing different dimensions, we can, in the end, say something about the nature of the arrangement; is it a more loosely (interaction-, negotiation-based) or strictly coupled arrangement (authority-, hierarchy-based)? Furthermore, studying configurations of characteristics within governance arrangements could lead to a typology of governance arrangements. As an illustrative case, in order to test our dimensions we will describe the governance arrangement deployed to govern the austerity measures within the Flemish government.
