Abstract: This paper approaches policy-oriented foresight as a particular kind of evidence aimed at supporting and developing policies. Through a comparative case study, the paper investigates the different ways in which evidence from policy-oriented foresight is used by policy-makers. In explaining the factors behind differences in use between the cases, the findings emphasize the importance of the involvement of policy-makers, stakeholder support, and the competition with other sources of evidence for policy.
