Abstract: As a result of several recent Decrees, Flemish (Belgian) schools increasingly have been given the opportunity to develop autonomously a specific policy on teacher professionalization, based on local needs. The international literature on school development indicates that contextualized interpretation processes from the specific structural and cultural working conditions in schools interfere and actually determine the development and implementation of government policy initiatives in school contexts. In this contribution, we report on a quantitative (survey-) study on the characteristics of professionalization practices in Flemish schools, on the manner in which policymaking takes place at the local school level and on the determinants and critical factors influencing the design and realization of professionalization practices and local school policy.
