Abstract: This paper is a discussion of the history and tule of university and non-university higher education in Flanders, Belgium, and at the same time exarnines a series of higher education decrees adjusted by Flanders government to increase the degree of autonomy and academie freedom in both university and non-university higher education, and to establish a new system of "association" between the two to further narrow the gap. These new ideas and reform measures carried out in Flanders better connect the regional higher education system wiih worldwide practice in accordance with Bologna Process, and create more opportunities for higher education development as well.
