Abstract: The European Economic and Social Committee (EESC) focuses in its relation with Mexico and the Andean Community of Nations (CAN) on the increased participation of the organised civil society in the existing national (Mexico) and regional (CAN) institutions of social dialogue. The idea behind the Mexican (Consejo para el Diálogo con los Sectores Productivos - CDSP) and the Andean institutionalised dialogue (Andean Labour Advisory Council - ALAC, Andean Employers Advisory Council - AEAC), is to offer an institutional framework in which the participation of the OCS takes place, and in which the social conflict in relation to the EU-Mexico and EU-CAN relations is negotiated.

From the perspective of institutional change, these existing participative structures are dynamic and this offers us a framework to investigate how the new Civil Society Organisations (CSO - Group III), partly under influence of the EESC, relate themselves to the existing traditional social partners (employers’ organisations and trade unions - Group I and II) in the context of the institutionalised social dialogue.
