The nucleation of the superconducting phase has been analyzed by solving the linearized Ginzburg - Landau equation in cylindrical coordinates. The orbital quantum number L degeneracy of the lowest eigenvalue hw/2 is used to construct in the vicinity of the H(c)2(T) boundary the multiquantum vortex solution which is the linear combination of the concentric vortices with L = 0,1,2,3,... and it gives the parameter beta-A lower than that for the ordinary triangular flux lattice. The origin of the irreversibility line and crossover from the multiquantum concentric to the Abrikosov vortex state are discussed.
